APPRAISAL and DEVELOPMENT PLAN
1998.
The "Development Plan" was
published by the Cotswold Line Promotion Group in February 1998 and contains 14 Sections
(66 pages), covering most aspects of the operation of the line. The final Section (14),
which comprises 9 subsections, is a summary of the conclusions and suggested priorities.

Services on the Cotswold & Malvern Line have been significantly developed
since the 1970s when its future as a through route was in doubt. British Rail retained
Inter-City trains, and the introduction of Sprinters and Thames Turbos offered a
substantially enhanced service. Passenger growth is evident in both the greater frequency
of trains and their increased use. However, the restricted infrastructure is now operating
at full capacity, compromising reliability and limiting future growth irrespective of the
positive initiatives of the train operators.
