a) Establishment of a Cotswold Line Strategy involving a partnership of passenger and freight train operators, Railtrack, local authorities, bus operators, the tourism industry, and voluntary bodies.
b) Immediate and long term infrastructure improvements planned within the Cotswold Line Strategy.
c) Development and improvement of station facilities, and consideration of new stations.
d) Continued development and marketing of reliable rail services for commuters, leisure travellers and tourists, integrated with bus services, to both retain existing users and attract new custom.
e) Enhancement of the lines function within the National Rail Network.
f) Examination of the lines viability for freight use, both as a destination and departure point, and as a strategic through route.
